Weise Solutions, an Economically Disadvantaged Women-Owned Small Businesses (EDWOSB), is a boutique consulting firm specializing in Federal Credit, grant, and risk advisory services.
Our team at Weise Solutions has over 30 years of experience in the Federal Credit and grant program landscape and over a decade of experience in Federal Accounting, focusing on establishment of new Federal programs and execution of credit subsidy functions. Operating at the nexus of program, budget, and accounting, we support our program clients with a cradle-to-grave approach of advisory services, specializing in conducting A-129 assessments, creating policies and procedures, establishing internal controls, developing credit and grants evaluation and monitoring frameworks and tools, building credit subsidy models, running budget formulation, obligation, and re-estimates cash flows, and establishing portfolio management frameworks.
IAN WEISE
Founding Partner
Ian has 15 years of experience in Federal and project management consulting, with expertise in developing, operating, and executing Federal loan and grant programs, financial analysis, risk management, and business process improvements.
He has extensive experience in A-123 process development implementation and testing. In addition, he has business process design and implementation, procedures and process flow drafting, and risk control matrices development. He supported the establishment of the U.S. Department of the Treasury Community Development Financial Institutions (CDFI) Fund’s Bond Guarantee Program and the U.S. Environmental Protection Agency, Water Infrastructure Finance and Innovation Act (WIFIA) Program Federal loan programs, developing risk management methodologies and risk rating metrics, designing processes and procedures, development and execution of credit subsidy cash flow models, conducting budget formulation estimates for use in the President’s Budget, executing obligation cash flow model runs for credit subsidy scoring of individual transactions, performing annual subsidy rate reestimates for the loan portfolio, and ensuring compliance with OMB Circulars A-11, A-123, and A-129.
SANDY VICENTE
Managing Partner
Sandy has over 20 years of experience in data analytics and risk management, including model development, validation, and reporting (through dashboards and other data visualization tools) using large dataset analysis of Federal loans and guarantees accounting and program data.
She is a subject matter expert in Federal Credit and grant programs, with more than a decade of experience leading and providing Federal program and budget support advisory and services. She brings technical expertise in quantitative methodologies and has developed or validated models applied to forecast outcomes, assess risk probabilities (e.g., assess probability of bank failure due to fraud, probability of default on loans), and profile or target customers (e.g., through Machine Learning methods). She has led data analytics, risk management, and project management engagements across Federal agencies including SBA, USDA, FDIC, DOE, DFC, U.S. Treasury, HUD, Ginnie Mae, as well as model risk management and validation at Morgan Stanley and E*TRADE, and various bank model validations to address bank regulatory requirements. She has provided Federal Credit, grant, and budget support to a large portfolio of government clients, including USDA, HUD, DFC, SBA, and U.S. Treasury.
